ELEFTHERIA APOSTOLIDOU is currently the Director of Research at the Hellenic Capital Market Commission (HCMC) since April 2017. From April 2015 to October 2016 she has been the ESMA Adviser – Internal Coordinator at the UK FCA, being responsible for the Management of the UK FCA’s corporate relations with ESMA (European Securities and Markets Authority).
Prior to her employment at the UK FCA she has been the Director of International Relations of the HCMC (2003-2015). She joined the HCMC in 1997 entrusted with the international relations, responsible among others for the implementation of cooperation programs with foreign competent
supervisory authorities, including training.
Accomplished and versalite senior executive, with a strong knowledge and extensive experience in capital markets regulation. Track record among regulators in Greece, the United Kingdom and across the globe, with an established valuable network of contacts and professional acquaintances in the financial sector around the world. Well-recognised policy expert in the areas of international co-operation, market abuse, MiFID II/MiFIR, risk analysis, financial literacy, ESG, digital finance. Well respected for the ability to provide guidance and advice for identification and implementation of strategy and policy initiatives that support the growth and the development of the financial services sector.
She has been actively participating in the work of IOSCO for almost eighteen years: She was member of the Special Project Team entrusted with the drafting of the IOSCO Multilateral MoU. She was also member of the Implementation Committee originally drafting and revising the IOSCO Objectives and Principles. She was a member of the IOSCO Standing Committee IV and the IOSCO Screening Group and acted as the penholder for the applications of Financial Market Authority of Slovakia (‘FMA’), the Financial Supervisory Authority of Norway (Kredittilsynet) and the Securities Commission of the Republic of Serbia to become signatories to the IOSCO Multilateral MOU.
Similarly, she has been actively participating in the work of ESMA: She was a founding Member of the Review Panel (Supervisory Convergence Standing Committee) of ESMA (1999-2016), coordinating a number of work streams, namely mapping exercises and peer reviews. She was also a founding Member of the Market Integrity Standing Committee (former ESMA-Pol) (1999-2015) and co-ordinator of the Market Abuse Directive DG. She was a member of ESMA’s CRAs Technical Committee. She has been member of ESMA’s Risk Standing Committee since 2017 and Member of the Subgroup on Financial Education of the Joint Committee of European Supervisory Authorities (ESAs) since 2021.
She has also been the alternate member of the Advisory Technical Committee of ESRB (2011 to 2015) and (2017 up to date) and a member of the Task Force on Financial Consumer Protection of the OECD (2017-2019).
She has participated in four missions – peer reviews for the assessment of the financial sector of Bulgaria, Cyprus, Lithuania, and Slovenia, as candidate countries for accession to the EU, organized by the European Commission (1999-2003) and in a mission to Romania, under the auspices of the IOSCO Principles and Assessment Programme in order to prepare a report on the assessment of the Romanian National Securities Commission towards IOSCO Principles (May 2006). She holds a MSc. in International and European Economic Studies with specialization on International Finance and Banking and a BA on Economics.
