Head, People and Culture

Antoaneta is a senior People & Culture leader and ABP-Certified Business Psychologist (CBP) with a strong track record of designing and executing enterprise-wide people strategies that enable organisational performance, resilience, and long-term value. A trusted advisor to executive leadership, she is recognised for her ability to align workforce strategy with institutional priorities in complex and fast-evolving environments.

 

She currently serves as Head of People & Culture at the Malta Financial Services Authority (MFSA), where she leads the Authority’s people strategy and leadership transformation agenda. In parallel, she heads the Financial Supervisors Academy, and holds the roles of Ethics Officer and Internal Whistleblowing Reporting Officer, reflecting her strong focus on governance, integrity, and organisational accountability.

 

With international experience across Europe, North America, and the Middle East, spanning both public and private sectors, Antoaneta has held senior leadership roles in which she transformed HR functions into strategic partners to the business. Her expertise covers organisational design, culture and behavioural change, leadership development, talent and succession planning, workforce analytics, and operating-model redesign. She has successfully led large-scale change initiatives, built scalable people frameworks, and supported executive teams through periods of growth, regulatory change, and organisational restructuring.

 

Antoaneta holds a Master’s degree in the Psychology of Work, a Bachelor’s degree in Business Administration, and is an ABP Certified Business Psychologist (CBP). She is also a certified trainer and neuro-linguistic programming practitioner, bringing a strong behavioural and evidence-based lens to leadership and people decision-making.
